Prior to founding Picowork, Frank Served as Chairman of Culturecom Holdings Limited (HKEX0343) from 1998 to 2009. Culturecom began working with IBM on Linux-based hardware and subsequently became a strategic IBM partner under Frank's leadership.

In 2005, Frank initiated and led the acquistion of American chipmaker Transmeta's high-performance CPU Cruso intellectual property rights and process technology.

During Frank's tenure, Culturecom also cooperated with Institute of Software of the Chinese Academy of Sciences to establish "Red Flag Chinese 2000" to develop the Linux operating system. And it has established a long-term cooperative relationship with PEP, the largest educational publisher in China, in electronic publishing.
